How It Works

Swing stage — also called a suspended platform or boatswain's chair system at smaller scale — is a working platform hung from cables run through a roof-mounted davit arm or a track system that runs along the roof edge. The platform is hoisted into position, secured with independent tie-back lines and, on most modern systems, a secondary fall- arrest line for each occupant. Once rigged, technicians ride the platform down the elevation, working a wide swath of glass at once before repositioning laterally along the track or re-rigging the davit for the next section.

The system depends entirely on a certified, purpose-built structural attachment — unlike rope access, which anchors to discrete points, swing stage needs an engineered davit or track designed into the roof specifically for this use.

Weather and wind constraints

Swing stage is at least as wind-sensitive as rope access, and rigging itself is harder in wind since the platform presents more surface area to be pushed around while being hoisted. Most operators hold rigging and operation above roughly 15 km/h sustained wind or stronger gusts at height. Rain reduces cleaning effectiveness rather than stopping the work outright, but ice or freezing conditions on cables and the platform surface are a hard stop.

Swing stage work is governed by WorkSafeBC OHS Regulation Part 13 (Ladders, Scaffolds and Temporary Work Platforms) and Part 34 (Window Cleaning), which require the davit or track system to be engineered, load-tested, and inspected on a regular schedule by a qualified person — typically annually, consistent with CSA Z259 guidance — with inspection records maintained by the building owner or strata. Operators require documented training on the specific platform system, and every occupant needs an independent secondary fall-arrest line in addition to the platform suspension cables. As with rope access, no municipal permit is typically required for the work itself, though sidewalk protection below the drop zone may be required depending on the site.

Ground-level disruption is minimal since the platform operates entirely at height, but the visible platform and any ground-level drip management or barricading below the drop zone are more noticeable to tenants and passersby than the low profile of rope access. Rigging time at the start and end of each day is also longer, which can matter on tight scheduling windows.

Choose swing stage over rope access when the building has a certified davit or track system and the elevation is large and relatively flat — it will cover more glass per hour once operational. Choose rope access instead if the facade is irregular, if no davit system exists, or if minimizing rigging time and ground disruption matters more than coverage speed. Choose a boom lift or water-fed pole instead for anything within ground-supported reach.
